Every agent obeys only three rules over the handful of others nearby: turn the way they turn, drift toward them, but never crowd. That is the whole brain — no agent sees the flock and none is in charge. Out of that local arithmetic a single motion pours across the field. One number, the order parameter φ, measures how much one mind it has become; push the noise and watch order not fade but break, all at once, at a critical point. Drag your cursor in as a predator and the flock shatters and heals around it.
Each agent reads only the neighbours inside a radius r — never the whole flock. Everything below is computed over that handful, and that locality is the entire point.
Three steering urges — match their heading, move toward them, but keep your distance — summed with weights. That is the whole brain; nothing in it knows the flock exists.
Replace steering with "copy the average heading of your neighbours, plus a kick of noise η". This minimal model is the one with an exact order parameter and a phase transition.
One number for "how much one mind": 0 when headings are random, 1 when unanimous. Raise the noise and φ collapses past a critical ηc — order is a phase, not a dial.
None of the coordination is built in — it all comes out. A starling murmuration of a hundred thousand birds runs no choreography; each bird tracks only about seven neighbours, and the turn of the whole is a pressure wave through that web of local copying. Vicsek’s 1995 model proved the surprising part: collective motion is a genuine phase of matter, with φ as its order parameter and the noise η as its temperature — cross a critical ηc and the flock melts from one-mind to gas, the same sharp ordering as a magnet aligning in The Threshold or a rule computing in The Rule. It is the rack’s most literal answer to the same question — how does order appear with no one to impose it? — and the one that hums under his own work: the herd that moves a market, the synchrony that becomes a thought. Coordination need not be commanded; given the right local rules, it is the cheapest thing in the world.
